Well tagged PDF:
The 'NonStruct' element in Well-Tagged PDF is used for content that does not have a defined semantic structure or does not fit into the standard structure elements. It provides a way to include content without imposing artificial structure.
For Well-Tagged PDF, the 'NonStruct' element should be minimized and only used when necessary. It must be clearly marked to indicate that the content does not conform to a specific semantic role, aiding content reusability.
PDFUA:
In PDF/UA, the use of 'NonStruct' is discouraged because it undermines accessibility. However, if unavoidable, it must be supplemented with appropriate alternative text or annotations.
PDF/UA requires that any content marked as 'NonStruct' be accompanied by compensatory information to ensure that assistive technologies can convey the content’s purpose. Its use should be limited to non-essential or decorative content.
